It is essential to receive information on current UAPs that are occurring in real time in the United States until BAASS has sufficient staff (possibly 250 people ) and other internal capabilities. One way for BAASS to achieve this goal is to contract with an organization that has hundreds of investigators already in place around the United States. The Mutual UFO Network (MU FON) is such an organization. MUFON has been in existence for four decades and currently has approximately 1000 volunteers who can investigate reports of UAP sightings in all SO states. In February 2009, BAASS executed a Purchase order with MU FON that entitles BAASS to: (a) receive notification of significant reports on UAP sightings from anywhere in the United States within hours, (b) receive timely reports from MUFON investigators regarding investigations of these incidents (c) receive physical evidence (including photographs, digital recordings, samples of soil, insects, plants, and animals) for scientific analysis. BAASS has multiple laboratories that are ready to conduct forensic, photographic, metallurgic, chemical, isotope, biological, chemical analysis of any specimens that BAASS receives from MUFON. BAASS has already hired a small team of ten high quality top investigators with extensive intelligence and law enforcement investigative experience. These investigators are currently located in Las Vegas and are trained to deploy as "special forces" rapid reaction investigative teams that are deployable anywhere in the United States if BAASS determines that high value UAP cases warrant additiona l investigations. However this investigative group is still far too small to even cover the geographic area needed in the United States, much less outside this country. 9 This information 1s proprietary and confldential and ca1111ot be disserniAated or used without prior writteA coAseAt from the Operating Manager of BAAss•. --- PAGE 12 --- The following two documents comprise MUFON activity summaries for March and April 2009. Note: BAASS currently has concerns about the current level of productivity from MU FON, especially what appears to be a significant decrease in cases during the month of April. MUFON SIP Report for February- March 2009 April 16, 2009 Executive Summary MUFON's efforts for February and March 2009 were focused on putting in place the necessary logistical controls and personnel in support of the SIP Project and to meet MUFON's goal of initiating Dispatch operations and field deployments by April 1, 2009. The key positions of Project Coordination Manager and Project Operations Manager were filled first. MUFON then spent a considerable amount of time recruiting Dispatch Operators, State Coordinators and Field Investigators and training them on their respective project duties. MUFON's Case M anagement System was upgraded to support project operations and considerable effort was made at the MUFON archives to catalog archive holdings. To allow Dispatch Operators to work virtually from their homes, MU FON researched and then purchased Internet based services on Shiftboard.com and Skype.com that make MUFON Dispatch appear to be a centralized operation while at the same time providing management of all dispersed project personnel. MUFON also set up a separate bank account and books for project funds. MUFON participated in a single media interview on the project on March 15 on Coast to Coast withl 1843 2 (a)( ) IAll set goals were met in February and March and MUFON was able to successfully initiate Dispatch and Field De1Ployment operations on April 1, 2009. 10 This Information Is proprietary and confidential and cannot be disseminated or used without prior written consent ft 0111 the Ope, ati11g Manage, of BAASS•. --- PAGE 13 --- Detailed Report for February-March, 2009 After finalizing the MUFON-BAASS project contract on February 20, 2009, MUFON initiated efforts to put in place the necessary logistical and personnel resources in support of the project: Project Kickoff On February 24, 2009 an email was sent to all MUFON State and Assistant State Directors announcing the SIP project. MUFON conducted three teleconferences on February 27, 28 and 29 with these directors to explain the project in detail and to gather feedback. The overwhelming response from MUFON state chapters was positive and in support of the project. On March 2, 2009 an email was sent to the entire MU FON investigative network opening up the project for position recruitment and directing interested MUFON members to review the project details and download the position application form at www.mufon.com/ MUFONSIP.htm . CMS Changes IAAP Person 107 ladded an additional field to MUFON cases called "Category" so that Dispatch Operators could categorize each case. In addition a separate notes field was set up called " Dispatch Notes" for Dispatch Operators to input t heir own notes on a case. Dispatch Operations MUFON Dispatch Operators (DOs) work 4 hour shifts and there are 4 workshifts in a day starting at 6AM Pacific Time and ending at 10PM Pacific Time. To automate dispatch operations, MUFON is maximizing the use of technology. Dispatch Operators only need an Internet connected computer with audio capability to do their jobs. DOs schedule themselves for shifts through shiftboard.com which allows project managers to verify that all shifts have coverage and that there are no overlaps in schedules. When a shift sta rts, Dispatch Operators log on to the following websites: 1. MUFONCMS.COM - to monitor all incoming cases. When a new case arrives in CMS, the DO contacts the witness to verify identity and the details of the case. They then immediately categorize the case. If a case is Cat 2/3 and is recent, AAP Person 59 is immediately notified that a case exists for potential deployment. ••• ·········then ··· contacts the S.tate AAP Person ···59············· Coordinator and they jointly discuss logistics and available personnel. Once a decision has been made to deploy, BAASS is notified via the BAASS duty cell phone number or if during the word day by calling the BAASS office. 12 This i11fofm11tion is proprietary and eonfidentiel end eannet be disseminated or used without prior written consent from the Operating Manager of BAAsse. --- PAGE 15 --- 2. SHIFTBOARD.COM - to verify shift duty and to find out who the upcoming DO is. 3. SKYPE.COM - all outgoing and incoming phone calls between the witnesses and DOs or between the DOs and MUFON project personnel is handled through a SKYPE phone number. This number "rings" on the computer of the DO who is currently on shift thereby acting as a virtual phone number. DOs can make outgoing calls to anywhere in the United States without having to use their personal phones. Headsets were purchased and mailed to DOs. 4. GMAIL.COM - witnesses can communicate through email with a DO via a GMAIL account. Training Dispatch Operators were trained on the standard operating procedures of Dispatch through a teleconference call that was held on March 26, 2009. Recruited State Coordinators and Field Investigators were trained on the standard deployment protocol through a teleconference that was held on March 27, 2009. Field Investigation Field Investigators also have accounts at Shiftboard.com which they use to report their availability for deployment. There are multiple teams defined in shiftboard: - State Teams - Regional Teams - Nationwide Team Each investigator is a member of their respective state team, but may also be members of wider regional and a nationwide team depending on their willingness to travel outside their states. To minimize project travel costs, local state investigators will be deployed on cases in that state, but if local state investigators 13 This i11fo1111atio11 is proprietary arrd co11fide11tial a11d ca1111ot be disse11rhrated or used without prior written consent from the Operating Manager of BAASS"'. --- PAGE 16 --- are not available then MUFON will deploy regional investigators or nationwide investigators. Recruited field investigators that did not have a current version of the MUFON Field Investigator manual 5.0 were sent a copy. MUFON has assembled a rapid deployment kit consisting of Group 2 and 3 equipment (as outlined in the Field Investigator manual) that would be shipped to the location of a deployment. Each investigator will be equipped with Group 1 equipment that they would personally carry to the field. To faci litate deployments MUFON is issuing reloadable Visa cards to each field investigator. When a field investigator is deployed, MUFON HQ is able to load their Visa card with the per diem funds for their deployment, thereby minimizing the amount of out of pocket expenses a field investigator incurs. In addition central reservation of plane tickets, hotel and rental cars is made from MUFON HQ. MUFON Archives The MU FON paper archive and library was reorganized and indexed to facilitate searching for case data and periodicals. Project Accounting MU FON set up a separate bank account and is using a separate set of books for accounting for project funds. Quickbooks is used for accounting and for assisted payroll. Project personnel are paid twice a month for work done in that month. 14 Tl.is i11fo; n,atio11 is prop, ieta,, and confidential and eanriet be disseminated or used without plio1 wi itte11 co11se11t fro111 the Ope, ati11g Ma11age1 of BAAsse. --- PAGE 17 --- MUFON SIP Report for April, 2009 May 6, 2009 Executive Summary st MUFON Dispatch began operations on April 1 with 16 hours a day, 7 days a week coverage from 6AM PST to 10PM PST with no lapse in coverage for the entire month. MU FON Dispatchers did an outstanding job vetting all incoming CMS cases. Of the 319 United States CMS cases in April, nine of them were category two cases. Three of these cases were historical. Of the remaining six, MUFON SIP investigators deployed on four, three of them in April, and the fourth one in May as it occurred at the end of the month (will be included in the May report). The remaining two were not deemed worthy of deployment. There were no category three cases in April, 2009 and the remaining 310 cases were category ones. Based on statistics kept from 2007 - 2009 (see attached report), April shows a decrease of almost 150-200 case reports as compared to the first three months of 2009. MUFON cannot determine at the time a seasonal trend that would account for this dramatic drop. The limited number of investigation deployments in April can be directly attributed to both this drop in reports in combination with Dispatch properly vetting incoming cases. Detailed Report for April, 2009 CMS BAASS authorized MU FON to spernd project funds on CMS programming support and MU FON is currently recruiting for a computer programmer. Future changes to CMS will include keyword search capability and other changes in support of the project. Dispatch Operations The month of April was on the job training for MUFON Dispatch Operators and shift handling and incident response has been fine tuned. MUFON now has a dedicated and efficient group of dispatch operators who are doing an excellent 15 This inforn, ation is p, oprieta, v and confidential and can11ot be disseminated or used without prior written consent fron, the Operati11g Manager of BAASSfl. --- PAGE 18 --- job at front ending all incoming reports. We experienced some issues with the Skype Call-In number, but those issues have been worked out and MUFON will now begin forwarding incoming telephone reports to MUFON's 1-800 hotline to MUFON Dispatch. In addition MUFON Dispatch Operators will start inputting MUFON historical archives in CMS. It will be broken into geographic areas to simplify the gathering of information as it pertains to that area and events. This is not intended to be a final and static document, but a living and evolving guide to the investigation. NOTE: These plans are currently general and will be focused by the initial feedback from the first wave of eyewitness interviews. Because of the uncertainty of tracking down witnesses 30 years after the fact, there are no definitive predictions that can be made regarding the outcomes of selected points of this strategy. Wurtsmith Air Force Base If these still exist there may be additional info available rega rding witnesses. Based on time of day there should (could have been) many additional LE and Security personnel witness this i1ncident. No real mention of CSC or Alert Facility or WSA Control involvement. The Alert Facility has an Alternate Central Security Control Tower with a minimum of 1 SPS member maintaining a desk blotter of incidents inside or directly affecting the Alert Facility. There is also a Gap Guard (guarding the gap in the fence allowing the alert aircraft access to the taxi and runways, as well as an Alert Fire Team (AFT) facility (AFT consists of 5 members) and a minimum of two internal Security Response Teams (SRT) (two man patrols inside the area). No mention of any of these personnel. The WSA is very similar in manning to the Alert Facility. There are a definitive number of two man SRT teams inside the area and mobile at all times. Also, the WSA has an AFT shelter as well with at least one, if not two AFT. Again, there was no mention of any of these personnel in the reporting. There should also be roving SRT vehicles tasked with staying in designated patrol sectors of these two HIGH priority areas. 43 This Information Is proprietary and confldentlal and cannot be disseminated or used witI ,out p, io, w1 itte1, co1,se1 ,t f, on, the Operating Mai ,age1 of BAASS"". --- PAGE 46 --- Malmstrom Air Force Base Interview 1843(a)(2) re arding his extensive knowledge of the 1843 2 geographic area. More recently the British MoD released a second group of files on March 21, 2009 comprising 1200 separate UFO cases in approximately 2000 additional pages. BAASS analysts have initiated the process of downloading, organizing and analyzing these files to determine the quality and quantity of re ports that have been released by the UK government, particularly those reports that might pertain to events with national security implications. • In February 2009, the Canadian government authorized the release of 9500 pages of files pertaining to the behavior of alleged advanced aerospace vehicles in Canadian air space. The files cover the period 1947-1980. Many of the cases were investigated by the Royal Canadian Mounted Police. BAASS analysts have initiated the process of downloading, printing, organizing and analyzing these files. The aim is to delineate the extent of high quality evidence pertaining to the topic of advanced aerial vehicle performance in the 9500 pages of Canadian files. • On January 29, 2009 the Danish Air Force released 329 pages of reports on unusual aerial phenomena. All reports are in Danish; therefore BAASS contracted a Danish-English t ranslator to produce English translations of all 329 pages of released files. The translation has been completed and BAASS analysts are in the latter stages of examining them to delineate whether there are any cases that merit further study. 46 Tliis i11fo111 ,atio11 is p, oplietary and confidential and cannot be dissemir, ated or used ••♦1ithout p r i o r '.♦..Fitten c o n s e n t f r o m t h e O p e r a t i n g M a n a g e r o f B A A s s • . --- PAGE 49 --- • Throughout 2005-2008, GEIPAN, a department of CNES (French civilian space agency), released about 100,000 pages comprising the investigative reports from approximately 1650 cases, including 6000 eyewitness interviews involving UAPs, the majority of which have been investigated by the Gendarmerie. BAASS translators/analysts are currently sorting and codifying the cases so that only the highest value cases for BAASS will be translated and entered into the BAASS database. 47 Tiois i11fo1111atio11 is proprieta, y a11d co11fide11tial a11d ca11not be disseminated or used without p, io, wt itte11 co11se11t from the Operating Manager of BAASS•. --- PAGE 50 --- Conclusion Significant progress has been made in training and initially deploying BAASS field investigative teams during the month of April. Further, BAASS has begun to acquire significant information on UAP activity in Brazil. The BAASS MUFON relationship is maturing, but the case numbers are still considerably lower than expected. The reasons for this drop in case number are currently under investigation. The BAASS database of cases is now larger than any other database owned by UAP organizations in North America. As BAASS makes progress in and accelerates the hiring of emplloyees in the coming weeks, it will be crucial that the organization has rapid access to the information that will keep the scientific staff engaged. Secondly BAASS is currently accelerating the acquisition of all information pertaining to this topic in the open literature, increasingly from other countries. 48 This information is proprietary and confidential and eannot be disseminated or used without prior written consent from the Operating Manager of BAAss•.
